The Team Death Wish that many(?) within the United Vigil have grown to love (or hate) might have always been comprised of fatalistic kids, but there wasn't always just ten of them. Their members met others along the way, or were drawn together by the machinations of some Malice Kings - but while those "others" have moved on to other things, the core group has continued to stick together.
Team Death Wish also has a number of folks who don't officially belong to the blade anymore, but do try their best to help out. Not all of them are willingly along for the ride, but hey: we all gotta do what we all gotta do to save the world, right?
The unfortunate victim of misdiagnosis combined with Filipino-Catholic ignorance towards mental health, Amelia – “Amy” or “Rocket” depending on who she’s talking to and whether she actually likes you enough (or at least finds you interesting) – firmly believed that she was a sociopath, and that sociopaths were supposed to be evil and destructive. Oni-tsukai training under – of all people – Makoto Kuzunoha may have whipped the girl into shape, but it certainly hasn’t taken the edge off of her instability. That’ll probably take a BIT more time…
Amelia was re-assigned to the Philippines once she finished a crash course in Zangyaku life and achieved some milestones in her personal development. Other conspiracies might find the dynamic between her and her geist a little worrisome, but this sort of thing fits right in to the way Zangyaku does things. As things stand, it's a good thing they pushed the bill with her. The world has fallen to shit, and the United Vigil needs their operatives to be strong and willing to compromise - or completely apathetic towards the dirtier aspects of doing their jobs.

Rocket was not well-liked, much less understood, by the other members of Team Death Wish when she first entered their lives. At this point, however, she's close friends with Kaye, and has an understanding with Fehn.
