The elite fighting force of HECATON Special Operations, meant to carry out special engagements that the rest of the compact can’t quite handle and assist the Wings with their command duties. Many of their members occupied positions of power within supernatural communities or within World of Light governments as a means of helping HECATON further its goals. This is proving rather useful at present, given how quickly things unraveled on the Ides of March.
Not just anyone can become a part of the Cabinet. It’s an honor reserved for the “original members” of Special Operations and their children – descendants of the originals are expected to become soldiers of the squad that their elders were a part of. Positions in the Phantom Corps are also reserved for the men and women of other compacts who assisted HECATON in the past (particularly during the Great Wars), often at great risk to themselves. Another entry point into the Cabinet is serving HECATON during a war.

The multiple cuts that one might see all over Catherine’s face, arms, and legs don’t detract in the slightest from Catherine’s beauty, but they certainly make her a rather intimidating woman – at least until she puts the charm on. A lounge singer of minimal success and ill repute, Catherine was stalked and eventually whisked away by her “number one fan” one evening. She spent several terrifying centuries with her (it) and her “husband” before she managed to escape – and discovered, quite rudely, that she had only been gone over the weekend back in the “real world”. Informants tipped HECATON off about her, and where the other Lost in her community turned her away, Special Operations aided her. Catherine continues to pay them back with her loyalty.
Catherine returned to Chicago after the war. Her talent was bolstered greatly by her experiences in Arcadia and her own powers – ones that she later used to assassinate the former owner of the speakeasy that she has converted into a casino of her own. She’s one of the finest Jack Ketches on American soil, and the local Changeling community regards her with a healthy mix of fear and respect. They should: she hasn’t forgotten how many of them ignored her cry for help back in the day.

Like her squad mate Chester, Catherine elected to stay behind in spite of Josh's call for everyone to head to Taft Base. She wanted to see what she could do to control the situation. Thankfully, she appears to be as safe as she possibly could be in Chicago so far, and contributing much to keeping the city from spiraling into chaos.
