The elite fighting force of HECATON Special Operations, meant to carry out special engagements that the rest of the compact can’t quite handle and assist the Wings with their command duties. Many of their members occupied positions of power within supernatural communities or within World of Light governments as a means of helping HECATON further its goals. This is proving rather useful at present, given how quickly things unraveled on the Ides of March.
Not just anyone can become a part of the Cabinet. It’s an honor reserved for the “original members” of Special Operations and their children – descendants of the originals are expected to become soldiers of the squad that their elders were a part of. Positions in the Phantom Corps are also reserved for the men and women of other compacts who assisted HECATON in the past (particularly during the Great Wars), often at great risk to themselves. Another entry point into the Cabinet is serving HECATON during a war.
Once the soft-spoken, bookish and nervy only son of a Mormon pastor, Chester ran away from home at fifteen in order to escape the persecution of his community and his own family – they had all wrongfully believed that he had been possessed by the Devil. Truth be told, he had undergone his Awakening, and was having difficulty controlling his newfound abilities. A kindly Sister in Violence (a woman who would later train him in his legacy) took notice of Chester after he begged at her convent for sanctuary, and paid for his train to Baluerte.
Chester served as the medic of Seward during World War II, and went back to college after his tour ended. It was there that he answered the calling of priesthood, and took an extended leave from active duty in order to complete his education. He is, at present, the parish priest of another community in his home state (he has no plans whatsoever of going back to his hometown), and a licensed exorcist of the Vatican. HECATON often calls upon him to liaison with members of the Brotherhood in Violence on American soil.

Chester stayed behind against Josh's better wishes because he was concerned that his absence would only cause more deaths and destruction in his state. He's been checking in regularly since the Ides, but that's cold comfort given how things have been as of late.
