The elite fighting force of HECATON Special Operations, meant to carry out special engagements that the rest of the compact can’t quite handle and assist the Wings with their command duties. Many of their members occupied positions of power within supernatural communities or within World of Light governments as a means of helping HECATON further its goals. This is proving rather useful at present, given how quickly things unraveled on the Ides of March.
Not just anyone can become a part of the Cabinet. It’s an honor reserved for the “original members” of Special Operations and their children – descendants of the originals are expected to become soldiers of the squad that their elders were a part of. Positions in the Phantom Corps are also reserved for the men and women of other compacts who assisted HECATON in the past (particularly during the Great Wars), often at great risk to themselves. Another entry point into the Cabinet is serving HECATON during a war.
JAN FESSLER Alias: The Shadow in the Rain

People who meet Jan are usually intimidated on the get-go by his stern appearance, and fail to realize that he’s actually a total sweetheart. The grandson of a shoemaker and a librarian from Austria (both of whom were aware of the wolf blood in both their families’ veins), Jan – by then a full-fledged werewolf – dodged the mandatory drafting of boys of Germanic descent that the Axis attempted beyond Germany’s shores with the help of HECATON. He launched himself into his training at Special Operations with gusto, as he was eager to protect both of his countries from the evils of Hitler.
Prior to the Ides, Jan was with Annie Finnick in the Canadian Rockies, devoting both his skills and his personal assets (like his contacts among the local Uratha) to fighting off the Pure in that area. He’s the Alpha of the Storm Lords in his home state, and is the constant subject of chatter because of his famous disinterest in finding a mate. The real reason that he’s not putting himself on the market is that he isn’t over the death of his girlfriend. She went down with several other members of Seward in World War II.
