The elite fighting force of HECATON Special Operations, meant to carry out special engagements that the rest of the compact can’t quite handle and assist the Wings with their command duties. Many of their members occupied positions of power within supernatural communities or within World of Light governments as a means of helping HECATON further its goals. This is proving rather useful at present, given how quickly things unraveled on the Ides of March.
Not just anyone can become a part of the Cabinet. It’s an honor reserved for the “original members” of Special Operations and their children – descendants of the originals are expected to become soldiers of the squad that their elders were a part of. Positions in the Phantom Corps are also reserved for the men and women of other compacts who assisted HECATON in the past (particularly during the Great Wars), often at great risk to themselves. Another entry point into the Cabinet is serving HECATON during a war.

The story of Prince Mason’s rise to power is an interesting one. A petty thief and con artist prior to his Embrace, Mason went from undead vagabound of Detroit to perhaps one of the most influential Princes among the Kindred due to the territory he commands, and the connections he has managed to maintain within the Accords and the Vigil. The old blood among his constituents constantly click their tongues at his uncouth mannerisms and uncultured tastes, but Mason’s rather creative ways of showing his displeasure and protecting his city tend to silence criticism before it can even buzz up.
What most of the vampire community is only just discovering for themselves is the fact that Mason is a part of HECATON. He was – is – Jillian Andrews’ “sixth man”, doing for her on the Kindred end what Lyra was doing with the Changelings on the West Coast, and what Walter was doing with the Ferals up north.

Mason's primary directive even before things started to get fucked up was to make sure that someone from Stanton was always close at hand for Jill in Washington. Everything he had built and everything that he had become was put to the supreme test in the events leading up to the Ides of March, and the Ides themselves.
Mason has stayed behind in Washington in an attempt to hold the line. He may need to be extracted really soon, though.
