The elite fighting force of HECATON Special Operations, meant to carry out special engagements that the rest of the compact can’t quite handle and assist the Wings with their command duties. Many of their members occupied positions of power within supernatural communities or within World of Light governments as a means of helping HECATON further its goals. This is proving rather useful at present, given how quickly things unraveled on the Ides of March.
Not just anyone can become a part of the Cabinet. It’s an honor reserved for the “original members” of Special Operations and their children – descendants of the originals are expected to become soldiers of the squad that their elders were a part of. Positions in the Phantom Corps are also reserved for the men and women of other compacts who assisted HECATON in the past (particularly during the Great Wars), often at great risk to themselves. Another entry point into the Cabinet is serving HECATON during a war.

Once Rosa Esposito, an awkward petty thief plucked from the streets of New York, Daniel – back when he was still a girl – ran away from the oppressive environment of her home, and was eventually discovered by one of the original members of HECATON Special Operations upon her Awakening. Her mentor was also an Acanthus Mage, and was working the criminal underworld end of America for his conspiracy. Once he had cleaned Rosa up some, he sent her down to Baluerte for training.
Her experiences in World War II with Stanton and the rest of HECATON gave Rosa newfound confidence in the belief that she could not possibly stay “trapped” in a woman’s body for the rest of her potentially long existence. As such, a little after the war, she transitioned with the help of TFV’s Medical Division and took on a new name that matched her new biological sex. Daniel then returned to his mentor, and eventually moved to replace him when HECATON decided that they needed the man elsewhere. Daniel has since made quite a reputation for himself as a high-profile assassin, although his clientele usually have no idea that he’s involved in the World of Darkness, much less using his skills to further the Phantom Corps’ agenda. This hasn’t changed yet in spite of the collapse of the Veil.

It was not difficult at all to reduce Daniel to anonymity for the World of Light. HECATON simply made it look like Rosa Esposito had died during World War II. There is something poetic to that.
