The elite fighting force of HECATON Special Operations, meant to carry out special engagements that the rest of the compact can’t quite handle and assist the Wings with their command duties. Many of their members occupied positions of power within supernatural communities or within World of Light governments as a means of helping HECATON further its goals. This is proving rather useful at present, given how quickly things unraveled on the Ides of March.
Not just anyone can become a part of the Cabinet. It’s an honor reserved for the “original members” of Special Operations and their children – descendants of the originals are expected to become soldiers of the squad that their elders were a part of. Positions in the Phantom Corps are also reserved for the men and women of other compacts who assisted HECATON in the past (particularly during the Great Wars), often at great risk to themselves. Another entry point into the Cabinet is serving HECATON during a war.

The youngest daughter of a pair of immigrants, Lyra still remembers the day that her boat from Europe reached America’s shores. It was one of the only fond memories she still has of a time before her durance in Arcadia, before she stumbled out of the Hedge and discovered how she had been launched decades into the future. Lyra is friendly to HECATON, and was instrumental in keeping the division’s cover intact. She was also one of the main reasons why they managed to retain their foothold in California – the state where their main base is located – for such a long time.
Everyone in “Stanton” says the same thing about their squad: that they’re misfits that were thrown together by circumstance, and thus became a family of misfits who wouldn’t trade each other for the world. The likes of Lyra and Daniel feel this most keenly. Everyone else in their squad still had support groups in friends and family to fall back upon. When they entered HECATON, they had nothing but themselves – and their compact gave them good fortune and companionship in spades.

Many of the members of Stanton – like Lyra – had records of their existence in the squadron all but erased for the general majority of Taskforce Valkyrie, or doctored to make sure their paper trail in the service ended after World War II. This was done on the assumption that they were one of the squads who’d melt into common society, furthering HECATON’s cause from the backstage.
Lyra and her Court was Wesley Essex's first real encounter with the Lost and Changeling politics within the Fifth World.
