The elite fighting force of HECATON Special Operations, meant to carry out special engagements that the rest of the compact can’t quite handle and assist the Wings with their command duties. Many of their members occupied positions of power within supernatural communities or within World of Light governments as a means of helping HECATON further its goals. This is proving rather useful at present, given how quickly things unraveled on the Ides of March.
Not just anyone can become a part of the Cabinet. It’s an honor reserved for the “original members” of Special Operations and their children – descendants of the originals are expected to become soldiers of the squad that their elders were a part of. Positions in the Phantom Corps are also reserved for the men and women of other compacts who assisted HECATON in the past (particularly during the Great Wars), often at great risk to themselves. Another entry point into the Cabinet is serving HECATON during a war.

The seventh son of a seventh son whose ancestors once kept the old traditions alive in New Orleans, Julian displayed otherworldly powers at a very young age. Julian’s parents – part of the very long Bowden legacy of serving as Accords representatives, or as Arbiters or Groundskeepers with close ties to HECATON – immediately alerted the conspiracy, which then offered him a fully paid scholarship. Julian decided to repay their kindness by trying to become the best soldier he could possibly be.
After his tour with HECATON Special Operations in World War II, Julian focused on studying the Arcane Mysteries and honing his skills as a lawyer. At present, he’s an Arbiter in several major American cities. He’s also one of the few operatives who specializes in traversing the Underworld, and bargaining with Kerberoi.

Julian's familiar - a shadow cat - used to belong to an oni-tsukai of the Searing Wind. Julian met her through Hikaru Shinta in 1943.
Julian's retreat from America was initially delayed because he wanted to stabilize the situation in New Orleans first. This proved to be a good call on his part following the aftermath of the Ides of March. At present, however, he's stationed in Baluerte, waiting for an opportunity to head back to his home town before things start unraveling there all over again.
