That the majority of the Keepers of the Vigil do not actually respect the Accords and continue to view all supernatural creatures as monsters is a cold, hard fact. Even a country as permissible as the Philippines has its human supremacists, people who have had their close encounters with the Dark and emerged with a special sort of hatred for that which they do not understand. Some of these Hunters band together in groups, forming the Veil's very own Ku Klux Clans and ISIS organizations. There are, as well, those compacts and conspiracies from beyond Philippine shores who have made their way down here with the express intent of killing every last howling son of a bitch "from hell", even if it's the last thing they do.
The breaking of the Veil has brought many of the Fifth World's "true" Hunters crawling out of the woodwork, and many more common citizens are taking up arms for themselves due to sheer paranoia. It looks like the United Vigil has got its work cut out for them.

HONORABLE BARRISTER OF THE ABBEY, PHILIPPINE CHAPTER This forty-something hotshot French-Filipino lawyer is unabashedly, unapologetically obsessed with Nerissa Wardenclyffe and has made it very clear that he’ll do anything for her. While Marcel has proven himself to be a capable fighter (and an Unmarked one at that) and someone who excels in cleaning up the mess that’s often left behind in an Abbey Hunter’s wake, his true talents lie in his status as the Abbey’s legal retainer. He represents the compact’s interests in the Philippines, and it’s probably the main reason why other groups like the Maharlika haven’t quite been able to get rid of them yet.

The heiress to a wild fortune made on manufacturing steel and construction materials, this sixteen-year-old briefly made the papers when a horrendous accident took the lives of both of her parents, thus leaving many wondering which of her many aunts and uncles would take charge of her personal welfare. Suffice to say, the aforementioned aunts and uncles met their ends one by one in the years to come. She’s also connected to a mysterious death that occurred on Brent International School’s campus while she was studying there, although the official reason why she was expelled was due to her propensity to cut class.
Nerissa appears to fancy herself as a modern Elizabeth Bathory. She orders the Hunters under her command to bring back their charges alive as much as they can, for the express purpose of draining them dry for her ritual blood baths.
