A Dullahan who originally operated in Western Europe, assisting his grandfather Mario – the Alpha of the Storm Lords in their particular part of Italy, and one of the oldest representatives of the Supernatural Accords in the country – with maintaining the peace through his connections with the Midnight Riders. Cen was brought down for pretty much the same reason that Cisco was: Shane was in need of as many Dullahan as he could spare who happened to have a “Filipino” connection – Cen’s mother, in this particular case.
Cisco often hits him for this, but Cen takes every opportunity at hand to say that Cisco’s his wife; he just hasn’t proposed to her yet. This has a lot more resonance than some may believe, given the fact that Ferals and Werewolves don’t often get along, much less fall in love…

Cen used to be the one who ran things for Lex at Haven. Wesley Essex did a fine job in his place for a while, though. Now, however, they're BOTH busy with other things. That leaves Cisco holding the fort for everyone.
