LINCOLN'S CABINET The elite fighting force of HECATON Special Operations, meant to carry out special engagements that the rest of the compact can’t quite handle and assist the Wings with their command duties. Many of their members occupied positions of power within supernatural communities or within World of Light governments as a means of helping HECATON further its goals. This is proving rather useful at present, given how quickly things unraveled on the Ides of March. Not just anyone can become a part of the Cabinet. It’s an honor reserved for the “original members” of Special Operations and their children – descendants of the originals are expected to become soldiers of the squad that their elders were a part of. Positions in the Phantom Corps are also reserved for the men and women of other compacts who assisted HECATON in the past (particularly during the Great Wars), often at great risk to themselves. Another entry point into the Cabinet is serving HECATON during a war.

PHILIP "PHIL" CAMBIO Alias: Ginoong Lewenri EXECUTIVE OFFICER OF BATES / REPRESENTATIVE OF THE WARLOCKS IN THE PHILIPPINES / GRAY BISHOP [EAGLE & BAKUNAWA] MAGE [MASTIGOS; LEGACY: BEARER OF THE ETERNAL VOICE] A decorated soldier from Taskforce Valkyrie, and a member of HECATON Special Operations, 001-“BATES”. He was sent back to his home country by his superiors sometime after the end of World War II in order to aid in the rehabilitation of the supernatural communities that had been affected by the conflict. In the decades that followed, Philip retired from TFV and immersed himself completely in local Awakened politics, and in the business upholding the Supernatural Accords. He is now the strongest Warlock on Philippine soil. Philip was Josh's first friend. They were next door neighbors in Baluerte, because the Malaahas Clan - in a show of good will towards Lincoln Hawke (and an attempt to reach out for new allies) - sent one of a part of the main branch of the Cambios over to HECATON to establish connections. Phil was originally supposed to train with HECATON then head on home, but the onslaught of World War II changed that. Strangely, though, things have worked out rather well. PLOT POINTS AS OF 06 OCTOBER 2016 Philip is the first Mage that the Cambio's have seen since his grandmother. His beloved Lola has since retired in order to allow Philip to become the new patron of the entire Cambio Brood. The family has always been fully aware of the World of Darkness. Phil was actually Alex Batalli's first connection back to Josh. At present, Josh has had Philip return to the Philippines and lend a helping hand to everyone down there. To that end, Phil's been making use of his contacts to assist the Department of Supernatural Affairs and protect Fidel V. Ramos, an old asset of HECATON's.
